White House: close watch on disgruntled employees

US Government wants federal agencies to take aggressive measures to prevent employees from leaking classified documents. The memo, an initial self-assessment program, focusses on the following catgories:

  1. Management & oversight
    Counterintelligence
    Safeguarding
    Deter, Detect, and Defend Against Employee Unauthorized Disclosures
    Information Assurance Measures
    Education & Training
    Personnel Security
    Physical/Technical

Interesting are a number of self-assessments related to human factors and awareness raising, some of which we have highlighted below:

  • Do you have an insider threat program or the foundation for such a program?
  • Have you instituted an “insider threat” detection awareness education and training program, and if so, how has it affected employee performance or participation in security programs.
  • Do you use psychiatrist and sociologist to measure:
    • Relative happiness as a means to gauge trustworthiness?
    • Despondence and grumpiness as a means to gauge waning trustworthiness?

US officials have not commented on the memo published by NBC.
